The project will be implemented in collaboration with the Department of Telecommunications, Ministry of Electronics and Information Technology and Public Service Centers (CSCs).

CSC has 34,821 centres across the length and breadth of Bihar state. In addition to implementing the project, they will use these personnel to provide "optical fibre" internet services to the general public in every village in Bihar.

The scheme will also enable the implementation of 1 WiFi and 5 free connections with government agencies like Primary Schools, Anganwadi Centers, Asha Workers, Jeevika Didi.

The project will make digital services like e-education, e-agriculture, telemedicine, tele-law and other social security schemes easily accessible to all Bihar citizens with a single click.

The project will be implemented through a joint venture between the Ministry of Electronics and Information Technology and the Public Service Centers (CSCs).
